LiftEd District Education Innovation Challenge

About the initiative:

The LiftEd District Education Innovation Challenge (DEIC) is a three-year statewide program, which aims to catalyse foundational literacy and numeracy (FLN) outcomes for 2.4 million students in grades 1-3. Closely aligned with the NIPUN Bharat Mission and Jharkhand’s FLN priorities, it employs a pull-based incentivisation approach to foster an outcomes orientation within government by promoting micro-innovation, championing data-driven governance, and rewarding performance improvements across all districts.

DEIC was launched at the district level on 19th January 2025 with an online orientation meeting for district officials, chaired by Secretary, Dept. of SE&L.

What does LiftEd DEIC aim to do in Jharkhand?

LiftEd DEIC aims to build momentum for FLN and Socioemotional Learning outcomes in Jharkhand by encouraging innovation, supporting district level progress and incentivising government stakeholders to drive improvements, through public rewards.

Despite numerous existing initiatives by the government and its’ progress, there is still scope to strengthen FLN and Socioemotional Learning (SEL) outcomes across Jharkhand.

Celebrating innovations and rewarding performance

  • All 24 districts of Jharkhand will participate in LiftEd DEIC.
  • Periodic rewards and recognition will be put in place for well performing districts, through leaderboards, spotlights, exposure visits, learning programs, etc.
  • District leaders, teachers, and principals from winning districts will be selected for the rewards.
  • To ensure fair competition, both high performance and most improved districts are celebrated.

Helping districts track and reflect on their progress on a periodic basis

  • Districts’ performance will be evaluated annually, quarterly and monthly, using clear FLN and SEL indicators.
  • Progress will be tracked monthly using data collected through the e-Vidya Vahini app and annually validated through third-party spot assessments.

Inspiring and directing districts to improve FLN outcomes and school climate

  • Districts will deploy innovative and effective approaches to enhance FLN outcomes and school climate for grades 1-3 along the FLN mandate.
  • Districts will receive consistent strategic guidance and tools to help innovate.
  • Districts gain access to best practices and experts in the ecosystem.

Note: Under JEPC’s leadership, program’s scope will be expanded up to grade 12 from the coming academic year.

How will LiftEd DEIC achieve impact?

Through LiftEd DEIC, all 24 districts in Jharkhand will implement innovative approaches to strengthen FLN, track their progress through clear indicators, and be celebrated for improvements and achievements alike.

LiftEd DEIC will track district performance, on a monthly, quarterly, and annual basis, across four key areas:

LiftEd DEIC will enable a set of guiding activities and make available support resources for the district to leverage and innovate:

  • Monthly performance review meetings with districts to offer feedback and direction
  • 1:1 strategic check-ins with each district to problem-solve and reflect on progress
  • Workshops and learning sessions with experts to drive thematic and peer learning and cross-district sharings

  • Learning resources such as FLN primers, leadership modules, global best practices
  • A curated set of district-led actions that can improve school climate and FLN outcomes
  • A panel of experts and non-profits providing high-quality, on-going and on-demand support to districts

How will LiftEd DEIC recognise districts?

Districts that lead the way will not only be celebrated but also set an example for others, inspiring healthy competition and collective progress across Jharkhand.

High-performing and fast-improving districts will be recognised through public platforms and rewarded with learning opportunities. There are 2 key types of recognition offered:

  • LiftEd DEIC Leaderboard showcasing top performing districts and most improved district, published on state channels including the JEPC website
  • District & changemaker spotlights highlighting standout officers, teachers, and principals driving innovations

  • Leadership and management training for district leaders at premier institutes to strengthen administrative and governance skills
  • School study tours for teachers and headmasters to visit exemplar schools and learn peer-led innovations

Additionally, district leaders will be awarded by senior state dignitaries in a state felicitation ceremony conducted annually.

About the LiftEd consortium

Launched in 2022, LiftEd is a coalition of partners from the private sector and civil society, working together to strengthen Foundational Literacy and Numeracy (FLN) in India through collective action, financial support, and innovation. Aligned with the Government of India’s NIPUN Bharat Mission, LiftEd aims to reach 6.5 million children in six years. As an impact multiplier for foundational learning, LiftEd brings together three initiatives: the Development Impact Bond (DIB), the EdTech Accelerator, and now the District Education Innovation Challenge (DEIC). With the DIB and the EdTech Accelerator already underway, LiftEd is proud to launch DEIC in partnership with JEPC in Jharkhand.
