Infrastructure Development Programme under JEPC "Cementing Dream into reality"

Jharkhand Education Project Council has visualized the School Building Construction not as mere physical structures of bricks, sand and mortar. But each school component and space, existing as well as new, was visualized from the angle of right of the child and their learning needs. The existing school buildings needs to be revisited and re developed from the perspective of the mandatory provisions of the Right of Children to Free and Compulsory Education (RTE) Act 2009.

School building constructions should be an all weather resistant building comprising of:-

  • One Classroom for every teacher
  • Office-cum-store-cum-HM room
  • Barrier free access
  • Separate toilets for boys & girls
  • Safe & adequate drinking water
  • Securing the school buildings with boundary wall or green fencing.
  • Kitchen for cooking MDM.
  • Playground
  • Library

Due to the concerted effort of the State Government the Pink Building is the predominant struct ure in almost each and every village. The gaps in infrastructure front have declined sharply. But, still we have miles to go ahead. A “very large part of the child’s days is spent in the school and itssurroundings and Square boxes, long straight lines, deadly dull repetition and so on are not an acceptable environment for a young, growing child.” Many of Our Schools are to be pedagogically enriched on the concept of BaLa. The Building itself can be a Learning Aid and can be used as TLM.The vision is that the number will increase in Geometrical Progression and not arithmetical progression

Kasturba Gandhi Balika Vidyalaya (KGBV)

Two types of buildings have been constructed/under construction for these 203 sanctioned KGBV with two different construction procurement processes.

Type I

80 Nos of KGBVs have been constructed/under construction under Type I. These buildings have been constructed through KGBV Construction Committee with a unit cost of 40.00 lakhs. The building consists of School building for Class VI, VII & VIII and hostel accommodation of 100 girls.

Type II

123 Nos of KGBVs have been constructed/under construction under Type II. These buildings have been constructed through tender process with an estimated cost of Rs 302.00 lakhs per unit. The building is split into Three floors having an constructed area of 42000 sqft. The building consists of School block for class VI to XII , Hostel accommodation for 300 girls and Staff quarter.

Girls Hostel :

Girls Hostel is a centrally sponsored scheme having a vision for running of Girls Hostels for Students of Secondary and Higher Secondary Schools. Majority of Girls Hostels are located in KGBV Campus.

Swachh Vidyalay Puraskar – 2018-19

“Swachh Vidyalay Puraskar” Launched in 2016, the Ministry of Human Resource Development, Government of India, identified schools for motivating and celebrating excellence in cleanliness and hygiene practice. The clear objective of the awards is to respect those schools who have taken important steps to fulfill the mandate of clean school campaign. Swachh Vidyalay Puraskar is a good initiative to determine the health of children and to protect them from the disease. The school provides a healthy school environment for the provision of water, sanitation, children and teachers. All essential elements classified under the Swachh Vidyalaya Puraskar include water, sanitation, hand washing, operation and maintenance, behavior change activities and capacity building, etc. All the government schools, government aided schools, private schools in both rural and urban areas i.e. private schools affiliated to CBSE, CISCE, State Boards as well as Central Government Schools i.e. Kendriya Vidyalayas, Navodaya Vidyalayas, Sainik Schools etc. were eligible for Clean School Award.

The performance of the schools was evaluated on the basis of 39 pre-defined questionnaires under the following categories-

  • Safe drinking water system
  • Separate toilets for girls
  • Habit of washing hands with soap among students
  • Maintenance of drinking water and sanitation facilities
  • Behavior change and capacity building

Under the " Swachh Vidyalaya Puraskar: 2017-18" in the state, 30205 schools have ensured their participation. Out of this 20343 teachers of the schools had filled the self-assessment form online. Government of India has identified 15112 schools for the next level of competition and out of this 1512 schools were selected for district level award with 5star, 4star grading for the next phase. Jharkhand state has secured first place in the country by assessing 100% of the schools from the district level.

Status of 5, 4 & 3 Star Schools

At State level 40 schools selected and nominated for national level aware.

The state government has provided cash award for all 5star and 4star schools @ Rs. 1,00,000/- and Rs. 50,000/- respectively to each govt. and govt. aided schools from state fund.

At national Level altogether only 52 schools selected for national level award out of this 3 schools from Jharkhand was awarded at National level.

State Government Schemes

Bench Desk & Electrification

The State government has given top most priority for infrastructure development of all the government schools of the state. Funds for Bench Desk and Electricity has been sanctioned from State budget to the tune of Rs 14160.37 lakhs for bench desk and Rs 7426.08 lakhs for providing electrical wiring in all the government schools of the state. Funds for Bench Desk and Electrical Wiring have been provided to School Management Committees. Electric Connection is provided by State Electricity Department for which 7000.00 lakhs has been provided to the department. Model School:

Model School was initially centrally sponsored scheme. Design, Drawing & Estimate approved by GOI in October 2013. GOI has stopped funding for Model School. State Govt has taken up the scheme of Model School after cabinet decision in 2014-15. Unit Cost of Model School is 302.00 lakhs.

Mukhyamantri Swachh Vidyalaya Purushkar:

The State Government has launched “Mukhyamantri Swachh Vidyalaya Puraskar” from 2019 in collaboration with Unicef.

  • It is aimed to maintain the momentum generated by SVP started by GOI
  • All Government and Private school will participate in the competition.
  • Award will be given to schools at District and State level separately for rural and urban areas. .
  • The award will be given to 263 Rural Schools (One from each block) and 41 Urban Schools.
  • The entire award money will be borne by the State Government.

Convergence:

14th Finance Scheme:

The School Sanitation and Hygiene has been taken up in the State in convergence with School Education & Literacy department and Department of Rural Development (Panchayati Raj). Hand-washing platform is been constructed in all the schools from the fund of the 14th Finance Commission. A joint letter has been issued by the signature of Principal Secretary, SE&L and Secretary, Rural Development department having letter no-letter no 128 dated 16.03.2018.

Department of Drinking Water & Sanitation:

Pipe water supply is being provided to all government schools. Connection in schools will be given by Drinking water & Sanitation department through Urban and Rural water supply scheme of the department.

Department of Social Welfare

The state has 44 MSDP Blocks. Strengthening of KGBVs has been taken up through convergence. 8 Classroom in each KGBV and a Science lab will be constructed in all these 44 KGBVs. The details of the schemes sanctioned is listed below:-

Disaster Management:

Disaster as defined in the Disaster Management Act 2005, means “a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or man-made causes, or by accident or negligence which results in substantial loss of life or human suffering or damage to, and destruction of property, or damage to, or degradation, of environment, and is of such a nature or magnitude as to be beyond the coping capacity of the community of the affected area."

According to the estimate, 59% of India’s land area is prone to earthquakes, 68% area is susceptible to drought, 12% is flood prone, 50% forest area is prone to forest fires, about 8% is cyclone prone, 2% is landslide prone and long coastline is exposed to tsunamis and storm surges. Of 35 States and Union territories, as many as 27 are disaster prone, calling for immediate attention and sustained efforts.

Legal and Institutional framework

The parliament of India enacted the National Disaster Management Act in 2005, which brings about a paradigm shift in India’s approach to disaster management. The proposed legislation is in the concurrent list of constitution thus having the advantage that it will permit the States also to enact their own legislation on disaster management.

According to this Act, National Disaster Management Authority (NDMA) of which the Prime Minister of India is the chairperson has the responsibility of laying down the policies, plans and guidelines for disaster management. Similarly, State Disaster Management Authorities (SDMAs) under the Chief Minister of the State and District Disaster Management Authority (DDMAs) action near The state of Jharkhand falls in a region of low to moderate seismic hazards. All of the southern districts including the cities of Ranchi and Jamshedpur lie in Zone II.

Present Scenario:

Earthquake:

The state of Jharkhand falls in a region of low to moderate seismic hazards. Northern districts of Jharkhand that lie along the border with the neighboring state of Bihar as well as the districts in the north-eastern part of the state lie in Zone III. All of the southern districts including the cities of Ranchi and Jamshedpur lie in Zone II.

The design of school building has been developed taking into consideration of earthquake resistant components. The design of School buildings has been developed as per the recommendations of IS 456-2000 and IS 1893 (PartI-2002).

The minimum specification adopted in the design of school building in the state is given below:-

Grade of Concrete : M20

Band : Three Band concept – Plinth Band, Lintel Band and Roof Band.

Mortar : 1:4 (Cement-Sand)

In addition to above we are providing two doors for each classroom and width of stair case 1.5m so that children can escape from classroom in case of an emergency. Thus all precautionary measures for design is taken care off.

Lightning:

Lightning has been recognized as one of the most powerful, spectacular and all-pervasive atmospheric hazards that mankind has encountered throughout history. It has common occurrence, especially in tropical and subtropical regions and results in numerous deaths every year. On fatal incident also occurred in one private school of Namkum Block of Ranchi District of Jharkhand. The data sources for the characteristics of the lightning fatalities are the meteorological stations installed by the India Meteorological Department (IMD) throughout the country.

The number of fatalities with their ranks for all states of India from 1979 to 2011 shows that a total of 5259 fatalities was observed as a result of lightning strikes. The average fatalities per year in India are 159 from 1979 to 2011.

The rate per million people per year and rank of lightning-related fatalities from each state weighted by population are shown in the map below. The map of the fatality rate rank by step of 5 in rank for India is very similar to that of the fatality rank and only Uttar Pradesh state was replaced by Jharkhand for lightning fatalities, the top five states are Maharashtra, Kerala, West Bengal, Jharkhand and Karnataka. The top five fatality rank and fatality rate rank for Maharashtra and Karnataka remained the same while other states exchanged their relative positions, such as West Bengal with Kerala, Uttar Pradesh with West Bengal and Kerala with Jharkhand.

Lightning in Jharkhand

  • Localised geographical conditions, undulating hilly topography, deciduous monsoon jungles, low altitude clouds, rich mineral contents, etc contributes to frequent lightning in Jharkhand.

  • Period-June to September during the monsoon, especially in the initial and terminal phases of monsoon.

  • Approximately 150-200 deaths per year due to lightning.

  • Rural areas and forest with tall trees and water bodies are more vulnerable to lightning. 95% of the deaths in rural areas and people standing under tall trees.

  • Urban areas are less vulnerable due to large no of installed lightning conductors, less trees and water bodies.

  • The fatality rate rank is 1-5 the highest in the country.

  • The top five high fatality rate states are Maharashtra, Kerala, West Bengal, Jharkhand and Karnataka.

There exists an increasing trend in the number of lightning fatalities with time and considerable inter-annual variations. There were 159 fatalities per year from 1979 to 2011.

  • On the seasonal timescale, the monsoon season has the maximum percentage of lightning fatality frequencies, which suggests that major activities need to be avoided during a thunderstorm in this season. It is important for the people to know that they need to adjust their work during this time of the year. However, the monthly peak is observed in June.
  • The maximum number of lightning frequencies was observed in Maharashtra and it has more than twice as many fatalities as in any other state in India. The number of lightning fatalities normalized by population was observed to be 0.25 per million people per year, which is significantly lower than that in several developed nations of the world.

  • Far more males than females have been killed by lightning strikes in India, possibly due to agricultural economy and higher work participation by males in labour-intensive practices.

Prevention and Mitigation

  • Jharkhand Building Bye Laws 2016 makes it mandatory for all G+2 and above building to install lightning conductors /arresters

  • Schools , Industry , Government buildings to install lightning conductors / arresters

  • Included in the school and college curriculum

  • Part of Life saving skills programme

  • Review and monitoring

  • Extensive Awareness for School children and preparation of IEC Materials.

School Safety

Schools are critical infrastructure entrusted with the responsibility of creating citizens of tomorrow. A safe and secure environment is a prerequisite for effective teaching and learning. Thus ensuring the safety of children, teachers and staff members during disasters is necessary. In the light of recent tragedies involving school children, like the Kumbakonam fire tragedy, Dabwali fire incident and earthquakes around the world where school children were affected due to unsafe school buildings. It becomes of utmost importance that safety of children is given due consideration, thus making schools safe also serves the purpose of their dual use as evacuation centres during emergencies. Building safe schools should be a priority for architects, engineers, policy makers, administrators and emergency response planners. Among all public facilities, children in schools are the most vulnerable during disasters.

A large number of schools operate in congested urban centres and are exposed to various hazards. School safety includes within its ambit structural safety of the buildings and non-structural measures like awareness generation, ensuring communication, school preparedness plans, capacity building of students and teachers, rehearsals and mock drills etc. Building safe schools will not only ensure the safety of children in disasters, but will also promote faster rehabilitation post disaster.
