About SPMU-QE

The State Project Management Unit for Quality Education-Primary Grades (SPMU-QE) has been established through a Memorandum of Understanding to strengthen the quality of education in primary grades across Jharkhand. Aligned with the National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN) Bharat Mission, the SPMU-QE supports state education priorities by strengthening academic and implementation capacity to improve foundational literacy and numeracy outcomes at scale.

Vision

By 2030, through system strengthening, all children at the end of Grade 5, achieve appropriate competencies across the state of Jharkhand.

Mission

To catalyze systemic reforms in Jharkhand’s primary education system by supporting curricular development, teacher capacity building, robust delivery structures, evidence driven decision-making and strategic communications to achieve sustained, scalable impact at the grassroots level.

SPMU- QE Framework

The SPMU-QE framework provides the overall structure for strengthening foundational learning across primary grades in Jharkhand. It brings together four key pillars under a single, coherent design to ensure alignment, quality and scale of implementation across state, district and block levels. The framework is reinforced through cross-cutting functions such as strategic learning, communications and partnerships and supported by district-level innovation through the District Education Innovation Challenge.

Key Pillars of the SPMU-QE Framework

Curriculum and Content

Curriculum and Content pillar focuses on strengthening curriculum design and instructional materials for primary grades, with an emphasis on early language, mathematics and the effective use of school libraries. It supports the development and refinement of textbooks, teacher support materials and children’s literature to strengthen foundational learning.

Educator Training and Coaching

Educator Training and Coaching pillar focuses on strengthening teachers and academic support capacity through structured training, coaching and professional development. It supports educators and academic cadres to strengthen classroom practices, academic leadership and mentoring systems across levels. The SPMU-QE works with government training structures and technical partners to ensure that professional development is aligned with foundational learning priorities and classroom realities.

Delivery Structures

Delivery Structure pillar focuses on strengthening the systems and mechanisms required to support effective implementation at scale. It supports coordination, academic reviews and follow-up processes that help sustain momentum for foundational learning across the system. Delivery structures enable alignment across state, district and block levels and support consistent implementation and follow-up across schools.

District Education Innovation Challenge (DEIC)

The District Education Innovation Challenge (DEIC) is Jharkhand’s district-level implementation of the LiftEd District Education Innovation Challenge, anchored within the SPMU-QE. DEIC strengthens district leadership and system capacity to improve foundational literacy and numeracy outcomes in primary grades. It is based on the understanding that sustained improvement at scale depends on how districts plan, review and act on teaching and learning priorities within the government system. DEIC is implemented through the SPMU-QE, with Room to Read India supporting state priorities as a leading partner in alignment with government systems.

Research and Insights

Research and Insights pillar focuses on strengthening the use of data and evidence to inform planning, review and decision-making. It includes the use of assessment data, dashboards and system monitoring tools such as e-Vidya Vahini to track progress and identify areas for improvement. Research and insights enable continuous learning, course correction and accountability within the system.

How the SPMU-QE Works

The SPMU-QE works closely with state and district officials and technical partners to support the planning, implementation and review of foundational learning initiatives. Its approach focuses on:

  • Identifying priority needs through diagnostics, data and system reviews
  • Supporting a clear, multi-year roadmap for implementation
  • Strengthening coordination, review and learning mechanisms to improve implementation quality

Structure and Partnerships of the SPMU-QE

The SPMU-QE is led by Room to Read India and functions under the leadership of the Secretary of Education and the State Project Director, Jharkhand Education Project Council.

Interventions Anchored by SPMU

Under the SPMU-QE framework’s 4 pillars, the initiatives have been supported to strengthen foundational learning across the state.

Development of textbooks

The SPMU-QE has supported the development of Grade 1 and Grade 2 Hindi and Mathematics textbooks in collaboration with state authorities and civil society partners.

Capacity Building and Academic Support

The SPMU-QE supported orientations and capacity-building for academic and administrative officials on monitoring tools such as e-Vidya Vahini and parent engagement mechanisms.

Strengthening Monitoring System

Monitoring frameworks such as e-Vidya Vahini have been strengthened to improve data quality and provide quality academic input to strengthen classroom processes.
